Long Beach Community Action Partnership (LBCAP) provides basic services, advocacy, and youth programs to income-qualifying households in Long Beach and eastern Los Angeles County. Programs include the Home Energy Assistance Program (HEAP) for utility bill help and home weatherization, free Volunteer Income Tax Assistance (VITA), Community Service Grants for local nonprofits, the Leadership ARTS Mentoring Program (LAMP) offering paid internships for youth ages 14-24, the HERO on-the-job training program, a public access digital media center (PADNET), and family and community advocacy services.
