The HOPE Center is a nonprofit services organization formed through the North Orange County Public Safety Collaborative. It runs a dispatch line (call or text, Mon-Fri 7:15am-5:15pm) and mobile outreach teams that respond to non-emergency calls about people experiencing homelessness across participating North Orange County cities, connecting them with services as an alternative to police response. It coordinates cities, community organizations, behavioral health street practitioners and community health workers and publishes monthly data reports.
