Improves, develops, and stabilizes Los Angeles neighborhoods through community and economic development activities, with a focus on serving youth and seniors; operates as the housing subsidiary of the Institute for Maximum Human Potential (IMHP).

CEDC is a certified 501(c)(3) public benefit corporation (incorporated 1994) that runs the Affordable Housing Recapture Initiative, helping families earning up to 110% of Area Median Income become first-time homebuyers through property rehabilitation and resale. CEDC has purchased, rehabilitated, and sold 25 homes to qualified first-time buyers throughout Los Angeles and surrounding communities as of its most recent reporting.
